    I don't know the context of the fragment of quotation on this issue but it would only "never completely dry" if there were a watertight film on all sides. A laminated stem or rail would be able to dry fine until one put a finish on . Epoxy laminated wood has proved itself on the briny deep around the world. Don't sweat the canoe stem.
