What is it?

I know what the canoe is... it’s a Detroit Belle Isle Special.....but I found this thing screwed under the port inwale just forward of the stern seat. It has a little crank handle but I can’t figure out what it was used for.
Ideas??

I think Benson is right. Used for a battery operated string of lights. Swing the lever to the left, it makes contact with the stud and voila! You got light!
